Don't expect too much money to be splashed on players again this year but those that do come in will be of better quality than last year. It's fairly common knowledge that our scouting network at the start of last season was rubbish (I have other words for it but I'm sure the admins would delete them), but this has been improved over the year and some of the last loan signings we got were great. Ok we had a couple of duff ones too but I think that was a case of we had a hole to fill in the squad and they were the only player available.

This years focus on the backroom staff is all about the coaches and the development squad/academy. It has been realised we have got a bit behind other clubs when producing or more precisely nurturing young talent and as the game changes with spending caps and wage caps being introduced clubs need a good youth structure to bring there own talent in. People have been complaining that no money is being spent but MM is spending a lot in the background to build the right foundations so that when we get to the premier league we can compete and stay there rather than being a yo-yo club.

I wrote something similar to this on rumours page a few days ago so could not agree more.
We spent £800,000 o so last year on transfers Antonio, Maguire and Taylor we may spend slightly more this year. Also expect fees to be not as high due to financial restrictions which will limit all clubs except those big clubs in Premiership.

I do some part time work with the academy team that goes to schools in the region and they confirmed this to me. A big chunk of the money will be going to get good youth players from the lower leagues but they are going to be doing more work in schools and trying to scout those players of the future from all age groups down to U9's teams.
